Dabbing it here! dabbing it there!

Home Secretary John Reid has admitted he is bound to uncover further problems in the Home Office

John Reid said: "If you renovate a house you start by taking the wallpaper off. It is only then that you discover more problems. That's what it is like in the Home Office.

Reminds me of the music hall ditty When Father papered the parlour

the Chorus of which
When Father papered the parlour
You couldn't see him for paste
Dabbing it here! dabbing it there!
Paste and paper everywhere
Mother was stuck to the ceiling
The children stuck to the floor
I never knew a blooming family
So 'stuck up' before.

Politics is not a spectator sport

Yesterday mornings opening session of the World Economic Forum at Davos — entitled “Who Will Shape the Agenda” Gordon Brown said:— politicians had yet to adjust to the growth of “audience power” through the rise of blogging and the pressure to share more information on the web.

He also said “The issue now is how we are all responding to the explosive power of citizens, consumers, bloggers — audience power,” Mr Brown said. “I don’t think government has caught up with that. As a politician, I and many others are to blame. The failure of politics is, you have got to go out and persuade people. The age of the smoke-filled room is over, both literally and metaphorically. It is whether you can construct big national debates on big issues.”

And there is your problem Gordon, Politics is not a spectator sport, we have never been an audience, we have never been political consumers.

Gone are the days of shifty dealing, private cabals and money laundering institutes

"arrogant disregard.......... for the rule of law"

The Government has admitted signing up to new EU laws even though they may be illegal under European treaties, according to papers made public last night.

A leaked letter from Geoff Hoon, the Europe Minister, shows that the Government turns a blind eye in Brussels to possible illegality because it can be used as a trade-off in EU negotiations. (Telegraph)

All this brought to you by the Labour Government that will gladly take your money in return for a fur edged red cloak.

David Cameron (hard “c” and a sharp “t”)

The Conservatives plan on discarding government targets as a means of improving the NHS. A report by the bbc says that David Cameron will announce plans to scrap the targets as part of the Conservatives' new health policy, to be unveiled tomorrow.

Ok, fine but lets look at the word 'NATIONAL'

National: adjective: of or relating to a nation

National: noun : one that owes allegiance to or is under the protection of a nation without regard to the more formal status of citizen or subject.

The Government of The United Kingdom of Great Britain and Northern Ireland draws up on its LEGAL BASIS from The Treaty (or Act) of Union, 1707.

Article 4 of the Act of Union states: "That all the subjects of the United Kingdom of Great Britain shall from and after the Union………have the same Rights Privileges and Advantages".

So what is Cameron going to do about the different "Rights Privileges and Advantages" that have arisen since Royal Assent was granted to the Scotland Act 1998 and the Government of Wales Act 1998

Differences in the way that the health service is run in England, Scotland, and Wales has increased since they were devolved to separate elected bodies. Ministers in the Scottish Parliament and the Welsh assembly have full autonomy over there respective Health Service legislation.

So how is Cameron going to be able to discard with their respective targets.

It sounds like another "I will withdraw the Conservative party from the EPP by Christmas". Unless he is able to state that he will repeal the scottish and welsh acts, he is talking with folk tongue

Fuck off DAVE we have heard it all before.

Laboured

POLICE have publicly warned the Labour Party that "no one is above the law" as the cash-for-honours inquiry erupted into open warfare between Downing Street and the Met.

After senior Labour figures lined up to criticise the "theatrical" arrest of Lord David Putnam's friend Ruth Turner, the chairman of the Metropolitan Police Authority launched an unprecedented counterattack, suggesting the party was trying to "manipulate" and "pressurise" officers.

Downing Street hacked off

Detectives in the cash-for-honours inquiry were forced to "hack" into Downing Street computers in the search for evidence, The Sunday Telegraph has discovered.

It is understood that John Yates, the Metropolitan Police assistant commissioner leading the investigation, authorised officers to use all lawful and legitimate means to discover whether information was being withheld.

Why is it that Gordon Brown is always incognito when the shit hits the fan? Could it be that he left the key under the mat when he took his impromptu trip to India.

Fakir Off Brown

GORDON Brown has said Gandhi would be his inspiration when he takes over as Prime Minister.

As he continued his visit to India, the Chancellor spoke publicly for the first time about his hopes for the future.

He said Gandhi's "courage and self-belief" would inspire him to make the decisions Britain needs.

Gandhi first employed his ideas of Non-cooperation and peaceful resistance in the Indian community's struggle for civil rights in South Africa. Upon his return to India, he organized the people to protest against oppressive taxation.

Nice one Gordon

The Sith In State

Registered Charity No. 1062967

The principles which apply to charities' involvement in campaigning and political activities, apply equally to charities' contact with political parties and their representatives. Such contact is a natural and integral part of some campaigns. However, the value which the public attach to the independence of charities, and the confidence the public have in charities' work, means that charities need to pay particular consideration to the consequences of working with political parties and their representatives.

So who is up for state funding of charities ?

Sign of the Times

I used to collect background material and make notes and write salient points and themes and areas for debate. Now, mostly, I’ve got one newspaper cutting with four letters scrawled at the top of it and the rest is window-dressing. When John Reid panics the nation by telling us that it is highly likely we will be under attack from terrorists in the build-up to Christmas and absolutely nothing happens, and I recall that this is the same man who, as Defence Minister, justified dispatching more British troops to a hellish, lawless region of Afghanistan by glibly suggesting they would probably leave without a bullet being fired,

News for Mr Sillars

JIM Sillars, a former SNP MP, has cast further doubt over plans for an independence referendum by claiming the policy has been rejected as illegal by official civil-service advice.

SNP plans for a referendum on independence have been in the spotlight over the past few days because of confusion as to when an SNP-led government would publish a bill on a referendum and when the referendum would take place. (Scotsman)

Mr Sillars has obtained a series of background briefing papers for ministers under the Freedom of Information Act. They state that it would be illegal for any minister to play any part in a referendum on the constitution, questions of which are reserved to Westminster.

I have news for Mr Sillars

Under international law, the only effect one Independent State can have upon another Independent State is through the obligation and terms of a bi-lateral Treaty. This principle is embodied in Article 27 of the Vienna Convention on the Law of Treaties , that states: a “…party may not invoke the provisions of its internal law as justification for its failure to perform a treaty.”

The UK Government draws up on its LEGAL BASIS from The Treaty (or Act) of Union, 1707.

Article 4 of the Act of Union states: "That all the subjects of the United Kingdom of Great Britain shall from and after the Union………have the same Rights Privileges and Advantages"

The people of England & Scotland, since devolution, have had different rights, privileges and advantages. The treaty of union is therefore null and void and England or Scotland can withdraw using the provision of Article 61 of the Vienna Convention on the Law of Treaties.

Article 61 Supervening impossibility of performance

A party may invoke the impossibility of performing a treaty as a ground for terminating or withdrawing from it if the impossibility results from the permanent disappearance or destruction of an object indispensable for the execution of the treaty. If the impossibility is temporary, it may be invoked only as a ground for suspending the operation of the treaty.

And that is the Answer to the West Lothian Question.

MEPs want to influence

EUOBSERVER / BRUSSELS – MEPs' resolve will be tested during the coming weeks as they fight to get more of a say on the EU constitution and a planned European declaration in March.

Current EU presidency Germany has so far indicated it will sideline the European Parliament focussing instead only on canvassing government opinion on the two key issues over the coming months.

As part of the streamlined approach, chancellor Angela Merkel has sent a letter to member states asking that only heads of state and government and certain nominated officials should handle the thorny constitutional question, which sees 18 member states having largely ratified the document, two having rejected it and several likely tricky ratifications to come.

Meanwhile the Tourist from Hamelin will travel to Strasbourg on January 17th, 2007 to present the programme of the German EU Presidency to the European Parliament.

One Language - Euro-English?

The European Commission has just announced an agreement whereby English will be the official language of the European Union rather than German, which was the other possibility.

As part of the negotiations, the British Government conceded that English spelling had some room for improvement and has accepted a 5-year phase-in plan that would become known as "Euro-English".

In the first year, "s" will replace the soft "c". Sertainly, this will make the sivil servants jump with joy. The hard "c" will be dropped in favour of "k". This should klear up konfusion, and keyboards kan have one less letter.

There will be growing publik enthusiasm in the sekond year when the troublesome "ph" will be replaced with "f". This will make words like fotograf 20% shorter.

In the 3rd year, publik akseptanse of the new spelling kan be expekted to reach the stage where more komplikated changes are possible.Governments will enkourage the removal of double letters which have always ben a deterent to akurate speling.
Also, al wil agre that the horibl mes of the silent "e" in the languag is disgrasful and it should go away.

By the 4th yer people wil be reseptiv to steps such as replasing "th" with "z" and "w" with "v".

During ze fifz yer, ze unesesary "o" kan be dropd from vords kontaining "ou" and after ziz fifz yer, ve vil hav a reil sensibl riten styl. Zer vil be no mor trubl or difikultis and evrivun vil find it ezi tu understand ech oza. Ze drem

Within the next three years the UK wine market will grow so big that wine drinkers here will spend more on wine than any other European country, forecasts Vinexpo

By 2010 retail sales will reach nearly £5.5 billion at which point the British will be spending more on wine than the French, Germans or Italians and making the UK the biggest retail wine market in Europe.

The growth in UK retail value is a long term trend explained by the higher average price of a bottle of wine in the UK of £3.11p - more than in most European countries.

The constitution will be at the forefront of Germany’s EU presidency, Angela Merkel said after a meeting with the 27 commissioners.

But the German chancellor emphasised that “one presidency cannot solve all of Europe’s problems”.

Merkel was speaking at a joint press conference with European commission president José Manuel Barroso, following a meeting in Berlin between the 27 commissioners and the German government.

The encounter signals the launch of the German presidency, which is laden with high expectations at a time when the EU faces a number of key challenges.

Germany plans to put together a “roadmap” for the constitution by the summer.Merkel has made it clear that she would like to see the treaty adopted before the next European parliament elections in 2009.

“It is a great signal that Germany has decided to put the constitution at the heart of its presidency,” Barroso declared.

Defra tells us that The European Union Landfill Directive represents a step change in the way we dispose of waste in this country and will help drive waste up the hierarchy through waste minimisation and increased levels of recycling and recovery.

However, the reduction in rubbish collections is being blamed for record numbers of rats, which has been claimed is an increasing threat to public health.

The brown rat population has surged by 39 per cent in 2005 according to the National Pest Technicians Association. The Daily Telegraph has reported that almost half of the Royal Navy's fleet of 44 warships is to be mothballed as part of a Ministry of Defence cost-cutting measure, according to reports. The Government has admitted that 13 unnamed warships are in a state of reduced readiness, putting them around 18 months away from active service.

It said a further six destroyers and frigates were being proposed for cuts. They were the Type 22 frigates Cumberland, Chatham, Cornwall and Campbeltown and two Type 42 destroyers Southampton and Exeter.A need to cut the defence budget by £250million this year to meet spending requirements had forced ministers to look at drastic measures, the newspaper reported.

A senior officer, currently serving with the Fleet in Portsmouth, said: "What this means is that we are now no better than a coastal defence force or a fleet of dug-out canoes. The Dutch now have a better navy than us."

It's a European Union Competence stupid

David Cameron has called for a clearer labeling system in order to help people buy genuine British food. He said existing rules allowed imported products processed in the country to be labeled as British.

Addressing the Oxford Farming Conference, Cameron said British consumers may find it difficult to support British produce because of the inadequate labeling.

Statutory Instrument 1998 No. 1398 The Food Labelling (Amendment) Regulations 1998

These Regulations, which apply to Great Britain, amend the Food Labelling Regulations 1996 ("the principal Regulations"). The Regulations implement European Parliament and Council Directive 97/4/EC amending Directive 79/112/EEC on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs. This Directive is commonly known as "QUID".

Unless a British government repeals the European communities Act 1972, then statements on food labelling from Cameron will remain as vacuous as his statement that he will pull the conservatives out of the European Peoples Party

EU Regulation putting lives in danger

For more than 450 years, watermen and lightermen have plied their trade on the capital's river. It takes as long to qualify to captain a boat on the stretch of water between Teddington and Gravesend as it does to pick up A-levels and a university degree. But yesterday a new boatmaster's licence came into force which, the boatmen claim, threatens safety and their livelihoods. (guardian)

On 20 August 1989, on the River Thames, the gravel dredger Bowbelle collided with the pleasure cruiser Marchioness and 51 people lost their lives. That tragedy resulted in the Government implementing stricter safety requirements for those navigating on the River Thames.

These safety regulations are now in danger as they have been diluted as a direct result of the Governments implementation of EU Directive 96/50/EC. The current United Kingdom standards have been replaced by much lower standards under a harmonised European boatmaster’s licence. However, this was not necessary, as the same directive allows, under Article 3(2), for Member States to apply exemptions on national waterways and issue boatmaster’s certificates under their own conditions.

Why not support David Cameron's EUsceptic credentials and write to your MP and ask them to sign EDM 470

The Tourist from Hamelin

.. story of the tourist from Hamelin who walked into a Berlin curio shop.

After looking around for a while, she noticed a very life-like bronze statue of a rat. It had no price tag, but it was so striking that she decided to have it anyway.

So she took it to the owner and said: "How much is this bronze rat?"

The owner replied: "It is EUR 12 for the rat, and EUR 100 for the story."

Well the Hamelin tourist gave the man his EUR 12 and said: "I'll just take the rat - you can keep the story."

As she walked off down the street, she noticed that a few real rats had crawled out of the sewers and begun following her.

This was a little disconcerting, so she started to walk a little faster, but within a couple of blocks the swarm of rats had grown to hundreds, and they were all squealing & screeching in a very menacing way.

She increased her speed & ran on towards the ‘River Spree’, and as she ran, she looked behind her and saw the rats now numbered in their MILLIONS, and they were running faster & faster.

By now very concerned, she ran to the bank of the river and threw the bronze rat far out into the water.

Amazingly, the millions of real rats jumped into the water after it and were all drowned.

The Hamelin tourist walked back to relate all this to the shop owner, who said:

"Ah, you've come back for the story then!"
