The constitution will be at the forefront of Germany’s EU presidency, Angela Merkel said after a meeting with the 27 commissioners.

But the German chancellor emphasised that “one presidency cannot solve all of Europe’s problems”.

Merkel was speaking at a joint press conference with European commission president José Manuel Barroso, following a meeting in Berlin between the 27 commissioners and the German government.

The encounter signals the launch of the German presidency, which is laden with high expectations at a time when the EU faces a number of key challenges.



Germany plans to put together a “roadmap” for the constitution by the summer.Merkel has made it clear that she would like to see the treaty adopted before the next European parliament elections in 2009.

“It is a great signal that Germany has decided to put the constitution at the heart of its presidency,” Barroso declared.
